In each country, seven different requesters twice submitted up to 70 questions to 18 public institutions. The study shows that, even in the countries studied that have freedom of information laws, there is a serious problem with failure on the part of the government to respond in any way whatsoever to requests for information."--Summary of findings (p.11).
