A Final Evaluation of the Canada

Book excerpt: Implementation of the programs under the Agreement began in December 1989 and will terminate in March 1994. This study evaluated the Agreement in terms of its continued relevance, impacts, and effects, the attainment of its objectives, and the effectiveness and efficiency of its delivery. For most programs, the evaluation focused on Agreement accomplishments over the first four years. The report includes an analysis of both general overall Agreement-related issues as well as program-specific issues for each of the programs. A summary of findings for each program are presented, with a logical framework analysis for each program that depicts the overall objective addressed, the program objective, financial inputs from the Agreement and other sources, a brief summary of the outputs, and external factors that impacted on delivery. An analysis of Agreement level issues includes rationale and agreement objective achievement, issues and opportunities for the future, administration and implementation, complementarity with other programs, and economic impacts.
