The CMAQ Program emphasizes the importance of the link between transportation and air quality, by providing 6 billion dollars between 1992-1997 for transportation projects and programs to improve air quality. Consequently, many areas will be able to implement transportation control measures (TCMs), in compliance with the mandates of the Clean Air Act Amendments of 1990 (CAAA).
