This publication satisfies the Department of Defense policy requirement to promulgate Navy, Marine Corps, and Coast Guard doctrine for stability operations. It expands on doctrine contained in joint and Army publications on stability operations and emphasizes maritime planning considerations. As planning guidance for maritime stability operations, this doctrine is intended for eventual incorporation in future editions of Joint Publication 3-07, Stability Operations.
