Book excerpt: This work challenges the conviction, pervasive in the anthropology of neoliberalism, that NGOs weaken the state, and argues that analyses of power relations in development must begin with a nuanced understanding of NGO predicaments. By closely attending to the complex social effects of NGO interventions, I revise dominant portraits of NGOs as either pawns of neoliberal development or revolutionaries of the global South.
