The meeting was called to order by Mayor Burleigh who delivered the following valedictory: - Mayor Burleigh's Valedictory. Gentlemen of the Council of 1900: We are to be congratulated on results attained in the administration of the city government for the year just closed. We made such appropriations at our April meeting as we thought proper and necessary, considering the means at our disposal. It gives me pleasure to say that with two exceptions these appropriations have been sufficient for the needs of the several departments.
