The salt marshes are owned by a large number of free hold ers, some of whom are non-residents. Most of the owners, if they can be found, are willing to have their lands drained, but occasionally an owner objects, and he is thus able to block a work which, if carried through, would be a great benefit to the Whole community or town, including himself. Legislation is therefore essential to provide for the systematic and wholesale draining of the salt marsh areas of the State.
