All inhabitants of wilkes-barre over twelve years of age, will be entitled to take books from the Library for home use, upon signing an obligation to observe all the rules and regulations made fo'r the government and safety of the Library; Provided, such obligation shall be endorsed by some responsible resident of the city, who thereby guarantees the return in good condition of any books lent, and in case of loss, the value of the book lost; or the borrower may deposit, as security, a sum not less than two dollars.
