Herrick, Mayor One year ago the people of Cleveland placed in our hands the government of this municipality. Today they require of us an account of our stewardship. With the statement we are able to present, as well as with the present character and condition of that government. We may feel a reasonable satisfaction. While our management of municipal affairs during the past year may be in some respects open to criticism, 1 am convinced that it has as a whole, been successful. Aside from the information which it conveys to our constituents, I regard it as eminently proper that at the close of each year there should be an accounting of all munici pal matters in order that we may know exactly how they stand, and a review of the administration of the past year - ao that profiting by experience, we may be able to regulate better the conduct of affairs in the future.
